Abstract

  The objectives of this research were (1) to study opined level of Phradhammajarik towards the Human Resource Management of the Administrative Office of the Regional Phradhammajarik Project.  (2) to compare the Human Resource  Management of the  Administrative  Office of  the Regional  Phradhammajarik  Project,  classified  by  the personal factors and (3) to study the problems, obstacles and suggestions of the Human Resource Management of the Administrative Office of the Regional Phradhammajarik Project. The research used mixed research method both of quantitative research and qualitative research. The sample consisted of the personnel of the Administrative Office of The Regional Phradhammajarik Project total 183 people. The methodology of the data collection was composed of the questionnaires. The statistical analysis of the Human Resource Management of the Administrative Office of the Regional Phradhammajarik Project were frequency, percentage, Standard Deviation, f-test, One Way ANOVA, and Least Significant Difference: LSD. The qualitative research method was used the in-depth interview with the key informants and collaborating the context by the content analysis technique.

The research findings were as follows:
1. The Human Resource Management of the Administrative Office of the Regional Phradhammajarik Project. The overall were at the moderate level ( =3.14) when considered each side found that all sides were on moderate level. With an average in descending order as follows: The recruitment and selection ( =3.25), training and development ( =3.19), the performance evaluation ( =3.13) and the maintenance ( =3.00).
2.The opinion compared of Phradhammajarik towards The Human Resource Management of The Administrative Office of The Regional Phradhammajarik Project , classified by personnel factors found that Phradhammajarik who had age, ordained year, pali education and different work experience in the Phradhammajarik Project have different opinion, the significantly statistically different at 0.05 level whereas Phradhammajarik that have general education level and different dhamma education level have the opinion not different. Thus hypothesis  were  rejected.
3. The problems, obstacles and suggestions about the Human Resource Management of the Administrative Office of the Regional Phradhammajarik Project.
The recruitment and selection found that the budget in recruitment and selection throughout the implementation of personnel other aspects was not enough. There are less candidates. Ability and features basic knowledge of candidates inconsistent with the set regulations. Solving Problems and obstacles found that the  operating a lot more publicity provide education to encourage personnel get study at a higher level and increased compensation and benefits other aspects.
  The training and development found that lacked of budget for training and continuity. There was not convenience in transport places and lecturer Training courses was not consistent with the performance and training were not covered or thorough with all personnel. Solving Problems and obstacles found that there were the coordination contacts to make understanding with the Personnel allocate additional budget conduct training and developed by integrating with other agencies.
The performance evaluation found that there were no performance committees to clearly evaluate and personnel not send report in their performance the Solutions found that center chief were instructed to performance follow and personnel directed in their center more than better.
The staff maintain  found that there were many issues because run jobs under priestly organization which had little work position and limit of budget. To solve problems and obstacles found that should be adjusted welfare under economic conditions and adjusted attitude for Itinerant preaching to had more public mind and increased benefits other aspects.
