The objectives of this study were: 1) to study the level of the community leaders' participation in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province, 2) to compare the participation of the community leaders in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province by classifying on the personal factors, and 3) to study the problems, obstacles, and suggestions for the participation of the community leaders in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province.
This research applied the Mixed Research consisting of the qualitative and quantitative research. The sample was 103 community leaders in Latyao Sub-District Municipality, in Latyao District, Nakhonsawan Province. The tools of the research were questionnaire and in -Depth interview. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequency, Percentage, Mean, Standard Deviation, t-test, and F-test with One Way ANOVA and Least Significant Difference: LSD.)
Results of the Research
1. Overall, the participation of the community leaders in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province was at the middle level ( = 3.32). When considering each aspect, it was found that the participation of the community leaders in getting the interest was at high level. However, the participation of the community leaders in the decision, the management, and the monitoring and the evaluation were at the middle level.
2. The comparison of the community leaders' participation in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province by classifying on the personal factors: sex, age, status, degree of education, income, occupation, and duration of living in this area was found that the community leaders having the different sex, age, status, degree of education, income, and duration of living in this area had no the different participation in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province. However, the community leaders having the different occupation had the different participation in making the local development plan of Latyao Sub-District Municipality Nakhonsawan Province at 0.05 of statistical significance.
3. The problems, obstacles, and suggestions for the participation of the community leaders in making the local development plan of Latyao Sub-District Municipality in Latyao District, Nakhonsawan Province were the community leaders participated occasionally in deciding and choosing the projects or activities in the local development plan to put in the budget. Moreover, the municipality did not asked the people in the problems and the demand of the community for making the local development plan. The local administrators developed the community in their opinions more than the people' s opinion in the community. The suggestions were that the municipality should build and repair the roads, the bridges and the footpaths. Moreover, the municipality should build the dyke to protect the riverbank crumbled and the habitation damaged.
