This research had 3 objectives : 1) to study the participation of people to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District Phitsanulok, 2) to compare the people’s opinions towards their participation to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District, Phitsanulok classified according to each person’s factors and 3) to study any problems obstacles and suggestions on the participation of people to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District, Phitsanulok.
This study was the combination of quantitative and qualitative researches. For quantitative research, survey research was used to collect the data. The sampling group was fixed as 392 persons from the population of 19,449 which were the people who living within the governed area of Thapho Sub-District Administrative Organization by random sampling of Taro Yamane’s formula with statistical significance at 0.05 level. Questionnaire was used as a research tool. Data analysis was done by using the accomplished program for sociological research. The statistical data analysis for general data of the populative were frequency and percentage while for the levels of people’s opinions towards their participative to breakthrough strategy in Thapho Sub-District Administration Organization, Muang District, Phitsanulok involved frequency, percentage, mean and standard deviation. The hypothesis was tested by describing data of each person’s factors. T-test was used to test the differences of the means between two groups. the F-test and One Way ANOVA were used to test the differences of the means among three or more groups. Least Significant Difference (LSD) was used to test the differences of the means in pair. For qualitative research, the researcher selected In-Depth Interview with key informants and also used Content Analysis Techniques.
The results revealed as the following:
1. Participation of people to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District, Phitsanulok as a whole figure showed in the middle level ( =2.99) When considered into each item, it was found in the middle leve for all items except the item of following-up and assessment found lesser than the others which appeared the ranges of means from more to less respectively as follows: participation in operating ( =3.09), participation in making decision ( =3.00), participation in planning ( =2.96), and participation in following-up and assessment ( =2.92).
2. Comparing the people’s opinions towards their participation to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District , Phitsanulok classified according to each person’s factors, it disclosed that people who had different ages, educational levels, careers and salaries per month took their different opinions significantly at 0.05 level.
3. Studying on any problems, obstacles and suggestions concerning participation of people to breakthrough strategy in Thapho Sub-District Administrative Organization, Muang District, Phitsanulok, it revealed that people had no participation in planning strategy created by Thapo Sub-District Administration Organization because lack of public relations to inform any knowledge and good understanding in order to build or encourage motivation the people within the area to have conscious minds of loving their own homeland and to create community’s harmony making them realized of the importance to manage the strategy together, including making decision on any plans together with the Organization. Meanwhile, the Organization should provide an opportunity for the people or community to participate in planning which consisting of setting regulations or rules of any operations clearly for the Organization to perform or on any plans to operate, the Organization needed to let the people or community have participation through the people’s process, people’s critic or people’s agreement in order to set the plans which could get along and fit with the problems and the people’s needs. The people within the area themselves had some problems of separation into different sides, disagreeing opinions with different ideas, therefore, there were no participation to do any activities or any projects presented by the Organization.
4. The guideline to manage the Organization’s strategy which could achieve the goal, it is necessary to receive participation from the people in making decision, planning, operating, following-up and assessment since each project has come from the needs of the people within the area. Any operations on any projects of the Organization could not conduct with full capacity because of limited budget received each year. The projects lacked of continuity because of the changing of local politics, unadequate personnels and disasters caused by nature. |
