The purposes of this study, The Ethics Development Methods of Police Officers based on The Buddhist Integration, were to examine 1) The ethics and ethics development methods of police officers, 2 ) The Buddhist principles using ethics development method integration of police officers, and 3) The ethics development methods of police officers based on The Buddhist integration and presentation of new knowledge gained from the research, by studying the documents and related research as well as interviewing experienced scholars and experts using descriptive presentation.
The results showed that there were eight ethics development methods of police officers. All of the methods included problems and obstacles causing unsuccessful development. As a result, Buddhist principles were proposed to be integrated into ethics development methods of police officers in order to stay on the basis of morality and ethics that promote sustainable and positive images of the organization.
The Ethics development methods of police officers based on The Buddhist integration are as follows. The first method is the ethics development method of police officers by supporting and encouraging individuals or outside agencies to take part in monitoring the ethics of government officials. The problem found was that using acquaintances to monitor or consider any work process was not always straightforward. Integrating the four principles of prejudice into the process could promote success and result in reliable and fair results. The second method was the ethics development method of police officers by supporting the prosecution of civil servants and punishing personnel committing misconduct under the provisions of the law strictly. The problem found was that negligence of strict punishment allowed the personnel not to follow rules and regulations strictly. Combining the threefold training with the enforcement would help reduce the problems and lead to the result of good faith. The third issue was the resistance of Thai police value existing in society which is an obstacle to development of the country. The problem found was that this problem was not raised as a concrete, continuous and clear policy. Integrating meritorious action into the process could reduce the problem during the performance of duty leading to correct thoughts and actions. Next, supervisors should act as a good role model of being a government official. The problem found was that the high commanders would be appointed and migrated frequently causing a lack in the continuity of administration. Integrating divine abidings in the process, which emphasizes on the development from the inside out, the practice of morality before being a good person in society permanently, would lead to becoming a good example of leader. The final method was to use the sufficiency economy philosophy as a guideline for the performance of official duties. The problem found was that the administrative policies of the supervisors were based on the conditions of each area. Integrating contentment into the lifestyle and performance would help realize a clear value of the sufficiency in life leading to a moderate living, not too extravagant.
The new knowledge gained from the research is "PTTFCTTD = GOOD POLICE MODEL," which is critical to the development of police ethics and extremely beneficial to the Royal Thai Police at the moment leading to the effective success of ethics development of police officers which is valuable and beneficial to the public so that they can live peacefully with one another in society.
