The public administration in the reign of King Rama I followed the patterns and the ways of those of the previous successive kings which had been traced back to the time of Sukhothai period, especially to the reign of King Lithai who was himselt the author of “Tebhumikatha” or “Traibhum Phraruang”. And as inspired by this Buddhist
scripture, King Rama I ordered Phraya Dhammapricha to have written the book “Traibhumilokakatha” in his reign.
The subject study of this “Traibhumilokavinicchayakatha” is similar to that of “Tebhumikatha” or the so-called “Traibhum Phraruang” of King Lithai, that is the descriptive explanation of the “Three Worlds” (Traibhum), i.e., the human, the heavens, and the hells, conclusive with the immortal world or supra-mandance world- nibbana. In the light of the means in public administration, practical ways of them are to be mentioned:
The influence of principal ethics from Traibhumilokavinicchayakatha has been interpreted and applied to all aspects of public administration in Thailand from time to time.
Above all, the objectives of this book, as in the case of “Traibhum Phraruang”, aims to enhance people to believe and follow the way of Kamma and Vipāka, the volitional action, and the result, such as “Do good, receive good”, i.e. whatever a man acts, it shall yield to the result of their birth in the next life; tormented beings in the hells, human beings in this world, or happy beings in the heaven. Lastly, if they want to escape from world of the said realms, the can practice beginning from following wholesome course of action, leading their life to the Eightfold Noble Paths, until the attainment of nibbana in the last life.
