Abstract
The main objectives of this research are: i) to study the people’s opinions relating to administration of Subdistrict Administrative Organizations in accordance with good governance : A Case study of Kabchaeng District, Surin Province; ii) to compare the people’s opinions relating to administration of Subdistrict Administrative Organizations in accordance with good governance in Kabchaeng District, Surin Province, classified by personal factors; and iii) to study the problems and solving guidelines of administration of Subdistrict Administrative Organizations in accordance with good governance in Kabchaeng District, Surin Province.
The 381 people who live in five Subdistricts namely, Kutan, Dan, Koktakein, and were chosen as the samples in this research by Sample Random Sampling technique. The tool used for data collection was the questionnaire which divided into three parts, i.e. 1) General data of respondents, 2) rating scale of the good governance for administration, and 3) open ended questions. Program for social science research was employed for data analysis by using statistical techniques such as frequencies, percentage, average, standard deviation(S.D) for describing data from variables or personal characteristics. The analysis was also done through t-test for analysis the hypotheses in order to test the average difference between the two groups and f- test by one-way analysis of variance (One-way ANOVA) for testing the difference between the averages from three or more groups.
The main findings of this research are concluded as follows:
1. Majority of respondents were male (57.74%) and aged below 31-40 years (24.15%). For social-economic status of respondents, it was found that majority of them were married (64.57%), worked in agricultural career (76.38%) and completed less than bachelor degree (93.44%).
2. Overall opinions of people relating to administration of Subdistrict Administrative Organizations in accordance with good governance in Kabchaeng District, Surin Province were found at moderate level ( = 3.32). Having considered by each aspect, it was also rated at the moderate levels at all aspects of good governance.
3. With regard to comparison of people’s opinions relating to administration of Subdistrict Administrative Organizations in accordance with good governance in Kabchaeng District, Surin Province, classified by personal factors, it was noticed that age and level of education were found significant differences at .05 level, whereas sex, marital status and occupation were not found statistically significant different even at .05 level, it rejected the formulated hypotheses.
4. The problems of administration of Subdistrict Administrative Organizations in accordance with good governance in Kabchaeng District, Surin Province were found as follows: 1) some officials did not understand the laws and regulations of Tambon administrative organizations, 2) some focused more on their own interests rather than public interests and some were sided to their friends and relatives, 3) in some works, there was no transparency in administration of budget and benefits people got, 4) in some works, no chance for participation allowed resulting in less work performance, 5) some officials work in their feelings without responsibilities and results of work performance, and 6) the budget allocation are not covered all areas of administration.
