ABSTRACT

              The objectives of this research are.:.1) to study Participation of people to reinforce the strong communities.:.A.case.study.of.Phraklagthung’s.Sub-District Administration.Organization,.Thatphanom.District,.Nakhonphanom.Province,.2).to.compare.with.the.Participation.of.people.to.reinforce.the.strong.communities.:.A case study of Phraklagthung’s Sub-District Administration Organization, Thatphanom District, Nakhonphanom Province, dasificd by personal factors, and 3) to study problems and obstacles to the way of supportable participation of people to reinforce the strong communities.:.A case study of Phraklagthung’s Sub-District Administration.Organization, Thatphanom District, Nakhonphanom Province.         The survey research was carried out in this research. The data of sample group was used in this research includes 380 people.The tool used to collect data was questionnaire. The statistics of using were frequency, percentage, mean, and standard deviation. The hypotheses were tested by T-test and F-test were used for one-way analysis of variance (ANOVA).In addition, data collection from in-depth interviews and Key Informants is Deputy Chief Executive of the Subdistrict Administrative Organization (SAO) ,Secretary to the Chief Executive of the SAO, Member of SAO , President of the organization and President of village community 9 people.

The results of this research are as follows.:.

              1. the most of responders was female, there are 196 people, representing 48.4 percent, aged 31-35 years has 172 people, representing 45.3 percent. The most of them has agriculture, has 149 people, representing 39.2 percent, the most of them who are the undergraduate had 314 people, representing 82.6 percent. They had the time for living in community from 11-30 years about 157 people, representing 41.3 percent.

              2..The Participation of people to reinforce the strong communities.:         A case study of Phraklagthung’s Sub-District Administration Organization, Thatphanom District, Nakhonphanom Province, in the overall, was found at the medium levels. ( =3.11) When considering into each aspect of the Sub-district Administrative Organization was found at the medium levels in all aspects which had mean from more to less were as follows : A participation of thinking aspect was ( =3.15)          A participation of sake aspect was ( =3.12) A participation of aspect of carrying out was ( =3.10) and A participation of appraisal aspect was ( =3.08).

              3. The comparative results of the Participation of people to reinforce the strong communities : A case study of Phraklagthung’s Sub-District Administration Organization, Thatphanom  District, Nakhonphanom  Province which separated according to sex, age and the time that they lived in the community were  found that people have participated in the reinforcement the strong communities were not different. When separated according to occupation and graduation were found that people have participated in the reinforcement the strong communities were different. Therefore it accepts the hypothesis, significant at the 0.05 level.   

              4. Problems and obstacles were the Participation of people to reinforce the strong communities : A case study of Phraklagthung’s Sub-District Administration Organization, Thatphanom District, Nakhonphanom Province. People have participated in thinking; decision about planning of projects or activities of Sub-district Administrative Organization was few which cannot participation with carrying out of policies, planning, project, or activities were invented by Sub-district Administrative Organization.

              They haven’t received the public service of Sub-district Administrative Organization; they cannot to do what they wanted. They do not attend in checking of budget that Sub-district Administrative Organization brought to use paying.

              Suggestion…in.the.Participation.of.people.to.reinforce.the.strongcommuni ties.:.A.case.study.of.Phraklagthung’s.Sub-District.Administration.Organization,Thatpha nom  District, Nakhonphanom  Province should open the chance to people have participated in expression of opinions a lot of planning, project, to survey of opinion and  opening the other chances for people who had the knowledge or ability that they can have participation in the public service and to closure of using of budget to be clarified when they brought budget to use paying.

              Most Interviewee agreed that Public participation in the realization of the benefits of sharing and evaluation are crucial to the development of a strong community to operate effectively and successfully.
