Abstract

 

The objectives of this research were;  1) to study the development of human resource according to Buddhist Principle-Tri-Sikkha or the three trainings of precepts (Sila-morality, Samadhi-concentration, and Panya-wisdom) of Chachoengsao Municipality, Chachoengsao Province, Thailand, 2) to compare the development of human resource according to Tri-Sikkha of Chachoengsao Municipality and 3) to investigate problems, obstacles, suggestions, and ways to apply Tri-Sikkha for human resource development of Chachoengsao Municipality.

          The quantitative research is employed for this study. 222 participants were selected by simple random sampling. The questionnaire was designed as a research tool and was divided into closed and open-ended questions. Frequency, percentage, mean, standard deviation, t-test, and one way analysis of variance were analyzed the data. When the different mean is found, the difference between paired means was compared.

          The results showed that;

          1) The overall human resource development for Chachoengsao Municipality’s staff according to the Tri-Sikkha was excellent with x=3.75. When the three trainings of precepts were considered, it showed that morality was the first with x=3.89. The following trainings were concentration (x=3.69) and wisdom (x=3.69).

          2) To compare the level of human resource development according to the Tri-Sikkha of Chachoengsao Municipality’s staff, it was classified into gender, and working experiences, age, education background, marital status, working position and wage. It found that there are no statistical differences in general for gender and working experiences with level of 0.05 which is rejected the hypothesis and there are statistical differences with the level of 0.05 in general for age, education background, marital status, working position and wage which accepted the hypothesis.

          3) Problems and suggestion for the human resource development according to Tri-Sikkha principle of Chachoengsao municipality should strictly legislate proposed rule and regulation by applying Tri-Sikkha principle and announce them to be applicable tool in order to develop the human resource. All municipality’s departments should provide all staff the training course related to responsibility issue which need all staff to work hard in office hour. Chachoengsao municipality should provide meditation course regularly for staff in order to practice staff’s intelligence, to give moral support towards well-behaved staff who willing to achieve the goal, and to solve the problem wisely and intelligently when they meet the failure. Moreover, the staff should be supported and promoted within Chachoensao municipality to acquire and study the Buddhist principle in order to apply it wisely into their work and life. Moreover, all staff should be participated into policy by educating and practicing towards their work intelligently and regularly.
