ABSTRACT

                The research is of three objectives, namely ;  1. to study the origin of the gamble and the online lottery gambling, 2. to study the Buddhist Ethics and the vices, 3. to analyze the Buddhist Ethics and the problems of online lottery gambling.

                From the research, it is found that the gamble in Thai societies has been in existence for a long time from King Ramgamhaeng’s period who led the Chinese people to come to Thailand and the Chinese people brought the gambling also to Thailand. Such the games are the gambling games arising in Thailand in 1450 B.E. and the Chinese game arising in 2100 B.E. and the last game called “Huay” arising in 2390 B.E. which is called “Huay Kau Khau”. In King Rama V’s reign, he reduced the gambling up to the end of it in April 1, 2460 B.E.  He also prohibited every one not to play gambling at all up to 2478 B.E. Then there was a law regarding the gambling, by separating the law in two patterns, namely; The Account One and the Account two. In the first account, the playing of the game was prohibited absolutely and in the second account the players had to ask for permission to be able to play the games such as the Government Lottery sold by the government. In the case of Online Lottery Gambling, if it sold by the state, the people can buy them, because it is set up in Account No.2

                Regarding the Buddha Cariya Shastra (The Buddhist Ethics), it is found that the playing of the game is the all vices which are of the 6 disadvantages:- namely :-

                1. The winner creates the bad faith.

                2. The defected person deplore for the lost wealth.

                3. The loss of the wealth arises at that time.

                4. The players’ words are not listened to at the meeting.

                5. The players’ friends insulted the players.

                6. No woman wishes to be married with him, because he is the careless person.

                The Buddhist ethics is of the teaching to cause the people to stop doing bad actions, but to do good action including the purification of mind to avoid the greed, the anger and the delusion. In the Buddhist Ethics, it is regarded that every action is of the volition as the main principle. Any action which is of the exploitation or the harm to others should not be done by everybody. The actions which are of the aims to be the benefits to all the people in general should be done such as 4 Sangahavatthus which are the doctrines attracting the people’s minds to be in harmony. The 4 doctrines are Dana (giving), Piyavaca (lovely speech) , Atthacariya (Doing some benefits to others), and Samanattata (Consistently)

                From the point of Buddhacariyasatthe, it is found that any kind of the gamblings, even the online lottery is every kind of the vices. It is not be connected with by everybody because it is the ways of declination both to oneself, the family and the loved ones. The player must lose the money and build up the fate. If one wins the games, the person who lost the money will deplore his own money. The Buddha reprimanded all kinds of the gamblings, though such the game will be played for pleasure, because such the play is the cause of the carelessness and ruins. The Huay gambling is the same no matter whether it is the illegal lottery, the government lottery and the online lottery gambling to arise in the near future, they are regarded as the serious games, because the player must try to find out the money to play it (gambling). Thus, the people have paid their money for playing the Huay with much money at each time. This point is known by everybody in the Thai societies. Though, this point is contrary to the Buddhist principles, everybody still play this game, because it is not illegal.
