Abstract
This research study entitled “An Analytical Study of Local Government’s Administration According to the Principle of Aparihaniyadhamma : A Case Study of Khamyai Sub-district Municipality, Muang Ubonratchatani District, Ubonratchatani Province.” Consists of the following three objectives; 1) to Study The Principles of Aparihaniyadhamma in The Buddhist Theravada Scriptures, 2) to Study The Concepts of Local Government’s Organization’s Administration and 3) to Study and analyze The Administration of Khamyai Municipality for The Principles of Aparihaniyadhamma. The Research is a Documentary and Field Research.
The result of research was found that:
1) The Principles of Aparihaniyadhamma that lead never to decline, but only to prosperity and welfares consist of Two Kinds; Aparihaniyadhamma for social human administration and for Shanggha Community administration. These principle of Dhamma are found in many Suttas such as such as Mahaparinibbhana Sutta etc. Each of them contains 4, 6 or 7 principles of Dhamma.
2. The revolution of Thai government’s system from the past to the present has been based on the transformation from centralization to dedecentralization. Khamyai sub-district municipality which is a part of it is in the form of local administration. There are the important of administration as follows Decentralization, Freedom of Administration, Principle of Democracy.
3. The principle of Aparihaniyadhamma applied to the administration of Khamyai sub-district municipalities are as follows; 1) Holding reular and frequent meeting, four times a year for annual meeting, 2) Meeting together, dispersing, and doing their duties in hamony, 3) Abiding by the fundamental rules and regulations, upholding the local original Philosophy, “Heetsibsong Khongsibsi” as a way of administration, 4) Honouring and respecting those who have knowledge, ability and morality, accepting and obeying the opinion and advise of elders whr have long valuable experience, supporting them by means of public health and requisites etc as well, 5) Protecting the right of women and girls from sespising, violence and sexual harassment, 6) Desfending and renobating the pagodas, and Buddhist holly places which are the important symbols of Buddhism, 7) Supporting those who have moral conduct and follow Dhamma, providing them nighful protection, as well. |
