''The quality of organized administration of Mahachulalongkornrajavidyalaya University, Phrae Campus''

Abstract

 

               This research aims to study the quality of organized administration of    Mahachulalongkornrajavidyalaya University, Phrae Campus according follow the public sector administration quality award (PMQA) and to suggest for the development the organized management at Mahachulalongkornrajavidyalaya University, Phrae Campus in seven aspects; leadership, strategic planning, the server and stakeholder focus, measurement, analysis and acknowledge management, human resource focus, process management and result of implementation the policy of the University.                                                                                                                                              

               The research is the qualitative and the researcher teams are obtained from the natural condition of organization, study document, observation and interview the administrators, lecturers, staffs as well as the sampling groups are 8 graduate students of Mahachulalongkornrajavidyalaya University, Phrae Campus.

               The results of the research were found as follows: 1) the leadership has conducted direction for working clearly according the philosophy, vision and mission, developed the structure, the jobs system and order of the University for flexibly and matching with action. The administrators have administrated by using the good governance principle, determined the job description of each section clearly, centralized the administration and educational management, had systems, procedure as well as worked together under the order of the University.

                 2) Strategic planning has made the Campus’s developmental plan on the ten period (2007-2011) which matched with the philosophy, vision and mission and administrative policy, set out and operated the committee for doing the Campus’s developmental plan for submitting to the committee of the Phrae Campus who is approved, brought the University’s developmental planning in the ten period to be the annual action plan but it is not summarized this plan for matching with the University’s developmental plan in all aspects. For the operation annual action plan have not matched with the education quality assurance standard, set out the value of goal on the index of this plan, followed the result of implement during the academic session and it also some project is not operated evaluation.

               3) The server and stakeholders focus it found that it has invited the outside person from public sector, community, Buddhist Sanghas and students for developing the organization by setting out to become the various committees.  As in term of the education, it is found that there are the various teaching module, arrange activity to promote the ability of academic, the instrument, the information technology media for study, the library and another learning sources by pass the computer network system, Wireless LAN, the welfare management system and data base for student but it was not surveyed the need of servers and stakeholders.

               4) Measurement, analysis and acknowledge management, it found that it has machinery and system for quality assurance by the executive and also all staffs have played important role on cooperation in every level.  On the other hand. There are information and measurement system, search, borrow, and return system, the information technology system that is comfortable to learn by them and participation’s learning however there are not the capability for working, and personal development .

               5) Human resource focus, in term of recruitment, selection and assignment have operated according the order of the university.  For the training and personal development have developed both academic and professional aspect. As morale in the working of the personal of Mahachulalongkornrajavidyalaya University, Phrae Campus has managed the atmosphere of the office, provided the welfares for development the quality of life to personal.  For evaluation have had the evaluate systems clearly according the order of the university, but  it has no making plan workforces concisely as well as the selection personal for propering with position.

               6) Process management have operated on the action plan in fiscal year 2011 and there are broght the information technology to apply in the organization but the administrations are not operated along with the action plan because there is some project appeared in action plan, but it is not operating, checking and evaluation the conduct continuously and bringing the result the evaluation to improve on the next conduct.

            7) Result implementation, in term of production graduate, it found that the  production graduate on the group 56 on academic session 2010  were 162 students, it was 72.02 %. As the research and development, it found that it has developed research for personal and encouraged personal to do research but it had no machinery and system for collection, analysis and synthetic the acknowledge from research to people. It also has no public relation and propagation the body of knowledge to pubic people and other concerns. As promote Buddhism and academic service for the society are operated 10 projects and in term of promote and develop learning resources for preserving arts and culture suitable was operated 10 projects.
